What does the quote mean?

The quote is about how we live our lives. Don't wait for a good time to start (when the storm is over), that way time just goes by without anything changing. It is about learning to live with and even enjoy the inevitable storms of life (learn to dance in the rain).Sing or dance, enjoy your life no matter the storms.

We will all experience storms in our lives. It is up to us how we will respond to these disruptions. Will we hide inside, wait for it to pass, or will we get on with our lives, enjoying even the roughest weather? It is our choice. What does waiting yield? Time does not stand still!

Why isn't waiting important?

Whether you call it waiting, procrastinating or just wasting time, what happens is... nothing. However, time does not stand still, does it? It, like your life, moves forward. If you are just waiting, you are really drifting while you wait. What does that get you? Sometimes there is no way to do something without getting wet. Then we have to learn to dance in the rain, because life goes on.
